Heavy-Duty Diesel Rule
Description: Adopted in 2000, new clean diesel engine standards took effect in 2007. These rules require dramatic reductions in emissions of nitrogen oxides and particulate matter – by over 90 percent from current levels, resulting in diesel engines having near zero emissions when the regulations are fully implemented in 2010.
Status: In 2005, MEMA worked with the American Trucking Associations (ATA) and the Financial Incentives Coalition, which included significant representation from heavy duty parts suppliers, engine manufacturers, fleets and heavy duty original equipment manufacturers (OEMs). The coalition discussed solutions to address issues associated with the implementation of the Environmental Protection Agency’s (EPA) 2007/2010 Heavy-Duty Diesel Rule.
In 2005, the industry coalition was unable to garner tax incentives for the purchase of 2007 MY heavy duty trucks equipped with cleaner engines.
Impact on Industry: The 2007 and 2010 requirements have had significant economic implications for the heavy duty industry.
2008 Anticipated Action: MEMA will continue to work with the Financial Incentives Coalition and ATA to educate members of Congress on industry impacts in 2007 and expected impacts in 2008. MEMA will also continue to examine issues affecting the heavy duty truck industry related to the emissions standard implementation.
